About OCCI > Role of OCCI
The Chamber of Commerce and Industry is a public utility organisation whose goals are to regulate the trade and industrial interests, their representation, development and act to defend them in various fields. The Chamber is entrusted with the powers and functions as shown below: 

With a decision of the Minister of Commerce and Industry based on the proposal of the Chamber's Board of Directors, branches for the Chamber are set up in various regions.

The Chamber has the legal personality and it has the right to own, sell, buy, insure, borrow, pledge, receive gifts and helps, litigation and other works coming within the scope of its functions.

Functions and Works

1. The Chamber collects all information and statistics concerning trade and industry and classify them and provide the Government and public authorities with data, information and views related to trade and industrial issues.

2. The Chamber advises on trade practices and norms followed in business and trade and industrial transactions. 

3. The Chamber accepts settlement of disputes referred to it by the disputants, through amicable reconciliation or arbitration as the case may be. 


4. The Chamber compiles legal texts relating to trade and industry, classifies them and informs the member businessmen of the most important of them. It also publishes all information and statistics which are beneficial to trade and industry, through periodical and non-periodical bulletins.

5. The Chamber presents to the Government views, proposals and consultation regarding texts and procedures relating to trade and industry affairs, particularly for the purpose of developing trade and industry and their protection, such as custom tariffs, taxes, fees , transport means, communication, tourism, insurance and all that relates to trade and industrial activities.

6. The Government can seek the Chamber's views while setting up exhibitions, stock exchanges, ports and markets, granting concessions for government facilities, studying draft commercial and industrial laws and regulations and foreign economic treaties or amending them. However, the Chamber's views shall be of a consultative nature and therefore not binding to the Government. The Chamber can also submit by itself to the Government, its proposals and studies on the above-mentioned issues.

7. The Chamber sets up exhibitions, markets, museums and institutes for commerce, industry, business administration and accountancy. It can also take up the management of similar installations and institutes belonging to the Government or the municipalities or the local authorities.

The Chamber carries out the following functions:

1. Registration of members practicing trade and industry in the private sector, and classify them into categories according to their authorised capitals and solvency.

  • Attestation of invoices after auditing them.
  • Attestation of Certificates of origin and granting them.
  • Attestation of guarantees and financial abilities of the guarantors.
  • Attestation of the trueness of signatures and dates of papers presented to the Chamber for this purpose. 
  • Attestation of all commercial and industrial certificates required for doing business.
  • Giving information about the registered members, their business and grades.
  • Registration of arbitration documents presented to the Chamber by the arbitrator or the parties.
  • Topics having trade and industrial nature including checking of disputed goods and services and attestation of reports and certificates made by experts and representatives in this regard.
  • Providing information on prices of major commodities traded on specific dates in the local markets, based on the request of official departments and the concerned members of the Chamber.
  • Determining the trade and industrial practices and issuing certificates thereto.
  • Representing trade and industrial establishments in committees and councils, participation in which will be in the interest of the establishments.

2. The functions and services rendered by the Chamber, as mentioned above, are limited to the requests from the official departments and members only. 

3. All certificates issued by the Chamber based on the request of any of the departments or courts remain valid and correct unless and until proved otherwise. 

4. The Chamber organises economic conferences within the country and participate in such events held abroad, with the agreement of concerned government departments. 

5. The Chamber directly contacts the government departments to obtain data and information related to jobs coming under its scope of functions.

6. The Chamber is not allowed to engage in political or religious matters. It is also not allowed to involve in speculations and activities harming the market.
